This incident occurs because your DNI (ID card) or NIE (Foreigner’s ID Number) is not recognised by the Inland Revenue or tax offices of the Basque Country and Navarre. The incident may be due to an error in the document number (DNI/NIE) that appears on your resolution, to the fact that you are not registered with any tax office, or to the fact that you are registered with a different document to that which figures on your resolution (you are registered at the Inland Revenue with your NIE and your DNI appears on your resolution, for example).

In order to resolve the incident, you should contact the Inland Revenue (or tax office in the Basque Country or Navarre if you live there and it is this administration that detects the incident and not the state administration) in order to register correctly, or your autonomous region, in order to correct the information on your resolution. It is not necessary to send any documentation to the Ministry of Housing.
